Rule 7 - Eligibility and Transfers of Players
| 7.1 | QUALIFICATION OF PLAYERS |
7.1.1 | A player who has not previously played CV Club Cricket shall be eligible to play with any CV Club. |
7.1.2 | A player to be eligible to play CV Club Cricket must be a bona fide resident in the State of Victoria. |
7.1.3 | New arrivals from beyond the State shall not play with any Club except with the sanction of the Pennant Committee. |
7.1.4 | Every player taking part in the program of matches shall play with the club for which he is qualified under these rules and shall continue to play with that club unless he obtains a permit to play with another competing club. |
7.1.5 | The administration manager of each club shall lodge with the Premier Cricket Manager within 72 hours after the termination of the first match, the names and residential addresses of all its playing members. He shall also furnish the same particulars within 72 hours in regard to all additional players taking part in any subsequent matches. |
7.1.6 | The Pennant Committee shall have power to inquire into and determine the residential or other bona fides of any player seeking registration or who is already registered. Should it be found that a player or an official of a club has knowingly furnished information which is false the Committee may suspend the player from playing in CV matches for such time as is deemed appropriate and/or penalise the official's club in accordance with Rule 7.7.1. |
7.2 | TRANSFER TO LOWER XI |
7.2.1 | Unless he obtains the sanction of the Pennant Committee no player who has played with the First Eleven in 11 or more matches shall be allowed to play in a Second Eleven match during the remainder of the season. The same principle shall apply to all players transferring to lower elevens. |
7.2.2 | A player having played with the First, Second or Third Eleven shall not be eligible to play with a lower eleven in the same round of Premier matches when circumstances have required lower grade matches of that round to be rescheduled and played on a later date, except with the prior approval of the Pennant Committee |
7.3 | ELIGIBILITY FOR FINAL SERIES |
7.3.1 | A player of a club, other than a representative player, shall not be eligible to play in Final Series matches unless he has played three matches or more with the club during the current season or the Pennant Committee gives approval in special circumstances. |
7.3.2 | No player who has played with a First Eleven shall play in the Final Series Second Eleven matches unless he has previously played in the Second Eleven during the current season but if the club's First and Second Elevens are both in the Final Series, a First Eleven player may obtain a permit to play with the Second Eleven. The same principle shall apply to the Second, Third and Fourth Elevens. |
7.3.3 | A player, unless granted permission by the Pennant Committee, shall not be eligible to play in a final series with |
7.3.4 | In determining a player's eligibility for Final Series matches games of the same round played in different elevens as allowed in Rule 7.2.2 shall both be counted but games in higher elevens as a replacement player under Rule 7.4 shall not be counted. |
| 7.3.5 | Games played in one-day finals shall not be counted when determining finals eligibility for Cricket Victoria Shield Finals. |
7.4 | REPRESENTATIVE PLAYER REPLACEMENT |
7.4.1 | For the purpose of this rule a representative player is: |
7.4.2 | A representative player named as a member of an eleven in a CV Premier match of which a day of play coincides with a scheduled day of a match as in 7.4.1, may replace or be replaced by a player approved by the Pennant Committee. |
7.4.3 | A club requiring a representative player to replace or be replaced by another player shall notify the names of the two players involved to the Pennant Committee. |
7.4.4 | If representation is not known prior to the start of the Premier match: |
7.4.5 | AIn all circumstances once notification has been given no alteration shall be made without approval from the Pennant Committee prior to the Premier match involved. |
7.4.6 | Where representative team selectors have requested that a player, who has been nominated as a replacing player, be rested from a club match the player who was to be replaced by him may, with the prior approval of the Pennant Committee, be retained as a normally selected player in the match. |
7.4.7 | A replacing player shall be subject to the provisions of the CV Pennant Rules and Laws of Cricket as would have applied to the player he replaced if that player had continued playing in the match. |
7.4.8 | The principle and provisions of the foregoing shall apply to allow consequential replacement or retention in Second, Third and Fourth Elevens. |
7.4.9 | Where a replacement player has not been requested a substitute fieldsman shall be allowed. |
7.4.10 | Before the start of a day's play the captain of the opposing side and the umpires shall be informed of the use of a replacement player or substitute fieldsman. |
| 7.4.11 | A representative player who, for any reason, withdraws from a match as in 7.4.1 shall not be allowed to take part in any CV Premier match being played at the same time, without approval from the Pennant Committee. |
| 7.4.12 | A player who, due to representative match duties, (a) arrives late on a day of a CV match in which he is nominated to play or is playing, shall not be limited as to when and how he may take part or resume in the match. (b) is a not out batsman and is unable to resume his innings shall be treated under Law 2.9 as retired owing to unavoidable cause and recorded as "retired, not out". |
7.5 | TRANSFERS TO AND FROM CV PREMIER CLUBS |
7.5.1 | A CV Premier Club cricketer shall mean a player who has played First, Second, Third or Fourth Eleven cricket with a CV Premier Club. |
7.5.2 | A player shall not play with more than one CV Premier Club during the season unless he is expressly authorised by these Rules or by the Pennant Committee. |
7.5.3 | A CV Premier Club cricketer may transfer to any other CV Premier Club with a written clearance from his club and a permit from the Pennant Committee. |
7.5.4 | Should a clearance from his club be refused, a CV Premier Club cricketer may apply to the Pennant Committee for a permit. |
7.5.5 | Retention of Club Qualification |
7.5.6 | Special Permits |
7.6 | PROCESSING CLEARANCE APPLICATIONS |
7.6.1 | An application for a transfer between CV Premier clubs, whether directly from a player or through a club, shall be lodged with the Pennant Committee for recording in the Clearance Register. |
7.6.2 | The date of the lodgement shall be endorsed on the application which shall be forwarded to the club from which the transfer is required. |
7.6.3 | The said club on receiving the application shall consider the matter and notify the Pennant Committee, in writing, of its decision. |
7.6.4 | If the notification from the said club is not received by the Pennant Committee within 14 days of the application's endorsed date of lodgement the applicant player may be granted a permit, with immediate effect, to transfer to the club to which the transfer is sought. |
7.7 | PENALTY FOR PLAYING INELIGIBLE PLAYER |
7.7.1 | Any club playing a player not possessing the requisite qualification shall, subject to the discretion of the Pennant Committee, be declared to have lost the match or matches in which such player took part and may be liable to a fine. For each match in which the club did not gain points a fine of a sum determined by the Committee may be imposed. |
7.7.2 | The awarding of points to the opposing club or clubs under 7.7.1 shall be left to the discretion of the Pennant Committee. |
7.7.3 | Where a club is notified under 7.7.1 that a player is eligible and is subsequently found to be ineligible, the club, except in the circumstance provided for in 7.7.2, shall not be penalised for any match in which the player participated prior to his ineligibility being brought to its attention. |
