Rule 3 - Match Venues - Nomination Approval and Availability

3.1NOMINATION AND APPROVAL OF VENUES

3.1.1

Prior to the Annual General Meeting of CV in each season each club shall nominate, for the coming season, the ground to be the home venue for
(a) First and Second Eleven matches and
(b) Third and Fourth Eleven matches
(c) Women's First and Second Eleven matches

3.1.2

Such grounds shall be subject to the approval of the Pennant Committee.

3.2 

AVAILABILITY OF VENUES

3.2.1

Nominated grounds approved by the Pennant Committee for First and Second Eleven matches shall be available for all matches scheduled by the CV Board in respect to or in connection with:
(a) the Premier competition;
(b) all CV Pathway Competition matches;
(c) matches scheduled by the CV Board in connection with
(i) the VMCU Inter-association Competition
(ii) the VCCL Country Week Competition
(d) such other competitions as the CV Board determines.

3.2.2

Nominated grounds approved by the Pennant Committee for Third and Fourth Eleven matches shall be available for all matches scheduled by the CV Board for the CV Premier and CV Pathway competitions.

3.3

CHANGING NOMINATED VENUES

3.3.1

The grounds nominated pursuant to Rule 3.1.1(a) and approved pursuant to Rule 3.1.2 shall not be changed without approval of the Pennant Committee.

3.3.2 

Any application to change the nominated venue for any scheduled match shall be lodged in writing with the Pennant Committee not less than one week's notice prior to the first date for which approval is sought.

3.3.3 

Any such application must nominate an alternative venue for the dates the ground will be unavailable and the reason for the ground being unavailable on those dates.

3.3.4

The Pennant Committee shall have no obligation to consider any application received within one week of the date for which approval is sought.

3.4

APPROVAL TO CHANGE VENUES

3.4.1 

The Pennant Committee shall have an absolute discretion as to whether or not to approve an application brought under Rule 3.3.

3.4.2

In exercising its discretion the Pennant Committee shall be entitled to take into account the suitability of the proposed alternative venue and the policy of CV regarding the use of nominated grounds during the cricket season for purposes other than the playing of cricket.

3.4.3 Notwithstanding the approval of any application made under Rule 3.3 the Club may be fined a sum to be determined by the Pennant Committee.

3.5 

REFUSAL OF APPROVAL

 


 

Should approval sought by a club not be granted by the Pennant Committee and the ground subsequently not be available for the playing of any match scheduled by the CV Board in accordance with these rules the Club shall be in breach of these rules and subject to the following penalties (which are cumulative with any penalties which may be imposed by CV pursuant to its Articles of Association or its By-Laws):
(a) the club may be fined a sum to be determined by the Pennant Committee for each day on which the ground is scheduled for use for the playing of a match or matches and during which the ground is not available for such use; and
(b) the Pennant Committee shall have the power to award points to the opposing club

3.6

NON-AVAILABILITY OF GROUND : ACCEPTABLE REASONS

 NON-AVAILABILITY OF GROUND: ACCEPTABLE REASONS
A club shall not be in breach of the rules by reason of its nominated and approved ground not being available if, but only if:
(a) the weather is such that even with the use of covers the ground has been rendered unfit for play; or
(b) the Pennant Committee has, pursuant to Rule 3.8, given approval for the ground not to be available.

3.7 

FAILURE TO MEET ENGAGEMENT OR TO HAVE GROUND FIT
Any club failing to meet its engagement or with due regard to the weather, to have its ground, or a ground to be approved by the Pennant Committee, in a proper condition for play, shall be fined an amount determined by CV, and/or the Pennant Committee shall have the power to award points to the opposing club unless the Committee accepts the reasons given.

3.8 

USE OF GROUND OTHER THAN FOR SCHEDULED MATCHES

3.8.1 

If a Club wishes to make its ground or grounds available for a use other than the playing of scheduled cricket matches on a day or days during which a match or matches are scheduled for its grounds, the Club must make a written application to the Pennant Committee not less than four weeks prior to the relevant date to obtain approval for such use.

3.8.2

If the application is made less than four weeks prior to the relevant date the Pennant Committee shall be under no obligation to consider the application later.

3.8.3 

The Pennant Committee shall have an absolute discretion as to whether or not to approve the proposed use of the ground. In exercising its discretion the Pennant Committee shall be entitled to take into account the policy of CV regarding the use of grounds during the cricket season for uses other than the playing of cricket.

3.9

MINISTER FOR LANDS AWARD
Any club that wishes to allow the use of either of its ovals in contravention of the Minister for Lands Award must obtain the written permission of the Pennant Committee.

3.10

WEEKLY GROUND AND PITCH REPORT - SEPTEMBER
DuriDuring the month of September each club must report to CV on a weekly basis, on the condition of the ground and pitch on both of its ovals and on the progress being made to have them ready for play on the first Saturday in October.
